Depends. This is the message you get when you use a product which was installed but there has no license key been entered.
Since you you XXXed the lickey entry, I guess there actually *is* a license key?
Next, I'd check the system clock (dspsysval qdate). Because March 2021 is not really "soon".
If the date is correct, maybe this is a bug. I know that (without current PTFs applied), you can't enter 19 or 20 in the year field in SST/Service Action Log. Just a rough guess but it might be related.
