I'm missing a question in your message. I guess you want to have opinions on your statement?

My opinion is: The admin knows what kind of work and with how much data the system juggles every day. So it maybe is not too hard to provide a standard workflow which programmatically does some comparable work on a static number of database entries. With that tool running repeatedly, you can review performance explorer values and derive iterative optimisations to system values until optimum performance for your benchmark (!) is gained.

I was considering to do something likewise myself, but for better understanding of performance differences of different systems. The IBM CPWs (based on different systems as base value!) are somewhat unintuitive to me.
