Maybe. The TCP Connection fails, because there is no "Connection established.".

How can we troubleshoot this further knowing the remote end has no real technical expertise in place to help us troubleshoot this?

IMO you're doomed. Either they allow you access to properly diagnose or they hire someone who can assist. Everything else will be guesswork. Especially after reading the conversation with other list members so far.
