Even though that same prod lpar allows other outbound external remote sftp server connections with no issues?
It’s just this one vendor.
Has to be the remote server side.

So back to original request?
How can we provide evidence the traffic is making it to them but they are refusing?

Or you're getting stopped by your own corporate firewall rules, which seems
equally likely. Maybe the production box has a tighter set of outbound
rules.
