I appreciate that the preferred method is to set up the QSH session so that
the file is created with the correct CCSID in the first place...

As another alternative, you could consider using setccsid after you've
written and closed the file.

I sometimes do this when creating stream files from python - use
subprocess.run() to execute setccsid to match the encoding I wrote the
stream file with. This allows me to softcode the encoding of the stream
file but still get the CCSID to match up.
