Why not scan for null and substring?

DCL &Pos *UInt 2
DCL &NULL *Char 1 Value(x'00')
DCL &String *Char 15 Value(x'E1E2E3E40000000000000000000000')

ChgVar &Pos Value(%Scan(&NULL &String))

&Pos will = 5
