Fascinating. QSYS2.USERS seems to bypass the fact that a user with no special authority cannot do a WRKOBJ *ALL *USRPRF and see these objects.

I knew that, but just forgot it.
And there is confirmation there that it will not be removed. But it will never be documented.
Of course, IBM has plans to blow that wiki away shortly.
