Maybe this debug level helped.
Might the issue be that I need to set some environment variable or some such thing so that it knows where PROGRAMDATA is? Or is the problem is there is no C:\ProgramData\ssh\administrators_authorized_keys file? If the following isn't the issue I can paste a bunch more information.
