I don't have a windows server that I can play with but https://docs.microsoft.com/en-us/windows-server/administration/openssh/openssh_server_configuration?WT.mc_id=social-twitter-orthomas talks about the default logging and how to change it to a file.

Your log shows that it offered the key, and the server came back and said give me something else. You need to look in the logs on the server side and see why it's not accepting it. This side looks correct.

I am following the article at:

and we used two pair of eyes to verify that we followed this carefully.

Only difference was when we ran ssh-keygen we changed the file name from the default of id_rsa to id_rsa_user

However I keep getting prompted for the password.
