It doesn't like your key id_rsa_user(.pub).

Possible causes:

- bad key
- bad authorized_keys file (think we've ruled this out)
- .ssh dir perms
- ../.ssh dir perms
- .ssh./*file* perms
- sshd_config directive error

Also, for good luck, I think you copied id_rsa_user.pub over to the Windows
home dir. Delete that.

One thing you can try is regen the key and pub key, redo the
authorized_keys file on the server, and try again.
