Just to make sure I didn't miss a step I just ran
PS C:\users\adopt\.ssh> Install-Module -Force OpenSSHUtils -Scope AllUsers
PS C:\users\adopt\.ssh> Set-Service -Name ssh-agent -StartupType `Automatic'
PS C:\users\adopt\.ssh> Set-Service -Name sshd -StartupType `Automatic'
PS C:\users\adopt\.ssh> Stop-Service ssh-agent
PS C:\users\adopt\.ssh> Start-Service ssh-agent
PS C:\users\adopt\.ssh> Stop-Service sshd
PS C:\users\adopt\.ssh> Start-Service sshd

Now, if I have to rerun something else because I ran this, I'm all ears. Like, do I need to rerun a command like
$acl = Get-Acl -Path authorized_keys;$user = 'NT SERVICE\sshd';$acl.Access|Where-Object{$PSItem.IdentityReference.Value -eq $user}|ForEach-Object {$acl.RemoveAccessRule($_)|Out-Null};Set-Acl -Path authorized_keys -AclObject $acl
