That's threading per job. Not threads across the system. So no, because one person's thread in another job is using QDLS it doesn't lock another user from using QDLS.

There are multithreaded jobs and there are single threaded jobs.
Multithreaded jobs cannot access QDLS. Single threaded jobs can.
If one computer tries to connect to QDLS as it's first share after it has been started then it will use a single threaded job.
If one computer tries to access any other share before it tries to connect to QDLS then it will use a multi threaded job. If it then tries to connect to QDLS it will still try a multithreaded job and QDLS will reject it.
