I opened a support call with IBM on this. They suggested I change my user
profile to:

which I did and then web query worked. Then I asked why is this suddenly
required and got this response:

"Honestly, I thought it was always required from WebQuery 2.2.1 and
later. But I checked with Development and they *did* start requiring it
with Group PTF Level 6 because we were seeing quite a few issues where the
root cause was not having it set. I personally don't know much about
QLOCALE (except that WebQuery has hooks into it) I just did an internet
search on 'IBM QLOCALE' and found several hits. You may want to
investigate QLOCALE more - from my very quick review it does seem like it's
assumed you will set that correctly for your environment. But, like
QCCSID, I'm not sure how may actually do that. ;-) "

So am I the only one with no QLOCALE system value set? What should it be?
Same as what they had me set my user profile to?
