Or, just a thought, a restricted state? ENDTCP does ugly things to jobs
that need TCP running so you wind up going to restricted state to restart
everything anyway....

Assuming you are on the console, (that's important) you could stop the
TCP/IP interface, (CFGTCP, option 1, option 10) and that would stop telnet
and remote access, but then there's that pesky restart jobs that rely on TCP
thing......
