I never review the cover letters. This may make some gasp but I just don't.
I would not let a single user on after slipping the lic before applying the latest cume and groups.

I have done four slip installs of lic and OS this month and four slip installs of just the OS this month. Tis a rare day when I slip install just the OS and not the lic also.
Pretty easy to slip install the lic and OS if you follow the instructions at:

What is the best strategy for cover letter review?
