I'm trying to create an overlay, but I'm getting odd results.

I've done quite a few of these, but haven't done one in about 3 years. In such time, I am now on a windows 10 machine and have had to recreate my AFP printers.
I downloaded from ricoh

Image resolution is 600x600
Paper size is 11x17
Output type is overlay
Clip limits is top 0, left 0, width 17, height 11 offset plus size and units in inches
Image options is default dither, graphic options none, color-black and white
Print text as graphics = on

I have tried various combitions of paper size and orientation
But when I print the overlay the text is unreadable. The numbers print ok, but characters are not.

Also, using TRNTBL(*NONE) and TRNFMT(*NOTEXT) on the CPYFRMPCD command.

Any ideas what may be causing this.
