Netiquette requests that one abbreviates cumulative as cume. Shortening that even more can get one blocked by some email programs.

They are independent things. Remember a CUME also ships a HIPER and a DB (current at time of order)
The TR itself is a combination of updated LIC components and O/S level PTFs. The LIC parts of the TR may be included in future PTF groups.
