Maybe they want to wait until the first HIPER after the TR and the DB group come out on 5/10 to clean up the cume?
Of course, this would assume that not everyone "waits to see if someone else has any issues" and puts on the groups right away so IBM can catch any problems before the next cume.

They are independent things. Remember a CUME also ships a HIPER and a DB (current at time of order)
The TR itself is a combination of updated LIC components and O/S level PTFs. The LIC parts of the TR may be included in future PTF groups.
