Your problem is that to the shell the single-quote ' is a metachar that
trumps the double-quote " metachar.

You have to escape the single-quotes in your quoted string because the
first one encountered is terminating the single-quoted string that starts
with

'system “SBMJOB

Those interior single-quotes are *not* protected by the intervening
double-quote.
