I tried looking at the page source. I can do that for simple things, like finding links to go direct to a high school football story and bypass a mass of unrelated stories. But they mask this with functions outside the realm of html.
A web developer, I'm not.

What would be really, really neat is to have the command that the Clear ibm.com Cookies executes and be able to run that when required.

I hate clearing all cookies for many reasons including yours so lately I just use a different browser. For a while I used Chrome for IBM sites ONLY. Then clearing stuff did not matter as much.

You may be able to get what the button from displaying the page source?

If you try using IBM websites and they totally lose their <excrement>
and you start getting messages like:

Ensure that all tabs and browsers are off of any IBM sites.
Then try going to just
https://www.ibm.com/support/home/
and with any luck you will get the following

This seems to clear up the browser without having to lose all your
cookies and dealing with stuff from your bank like "new device, we'll
have to send you a code and enter it and beg and plead and we'll let
you continue".
