Doug,

What happens is that you start using one browser for IBM's sites. Cookies get mangled. So you use a different browser. It will work for awhile until cookies get mangled there too. Yes, I've been burned on Edge (my primary browser) and IE. Edge and IE just this morning.
Again, their "Yikes" page is helpful.

Jon,

I have been getting "Bad Request" from IBM sites on a regular basis, but only when I use Chrome. If I use IE11 or Edge, no problem. Is that the same type of thing you are referring to?

That's been a weekly (even daily) event for me for a long time Rob.

Ensure that all tabs and browsers are off of any IBM sites.
Then try going to just

and with any luck you will get the following

Yikes - we didn't catch all of that.

The system received a request that cannot be understood. This is most likely due to there being too many cookies being transmitted.
Click the buttons below to clear all ibm.com cookies and reload the page.

This seems to clear up the browser without having to lose all your cookies and dealing with stuff from your bank like "new device, we'll have to send you a code and enter it and beg and plead and we'll let you continue".
