D*B our data base is mixed case for names and addresses.
If you want I can provide you with my RPG program that I use to convert strings.
It's not perfect but it has been tested on a few million names and addresses.
This is from the documentation in the program of what it can do.

*| This program can convert letters with accents on them such as ÁÉÍÑÊÚÜ |
*| It will keep words like and, of, and for in lower case |
*| Suffixes and acronyms will be in upper case like DDS, NW, III, or PhD |
*| Tricky names like duBois, DeWolfe, LaFevre, MaryAnn and d'Arcy |
*| It can identify a change in words by characters &/,- |

the original process is Java?
=> this will run on AS/400 (and all compatible systems coming later)!!! Why
the hell not letting it run on the local machine???
Using a prestarted JVM (AppServer4RPG is your friend), it will run as fast
as RPG and outperform Ruby, Python, Perl - and last not least it's the
original stuff!!!
