That is not a correct statement. The 4K Sector size was added in i 7.2 which was after Windows support was announced as 'going away'. It was added specifically for IBM i guest partitions.

Here is a presentation by Kris Whitney that includes discussion of 4K Virtual Disks:

Note that here 4K Support is shown to be "+" or good performance however that has not proved to be the case in the field.
