Unfortunately a restart with *FULL did not help. But then I powered down the system completely, let it sit for a few minutes, and then powered it back up.

Now I have a tape drive again!!

Thanks to all who contributed, especially Rob's great suggestions!

I see the same stuff controls disk drives. IPLing the card is then NOT
recommended.

When you do the PWRDWNSYS, did you do a RESTART(*YES) or RESTART(*NO) and
bring it up from cold?
If you did the RESTART(*YES) did you change it to RESTART(*YES *FULL) so
it can do a hardware check?
