It is not the complete answer but it is the right gateway. With it, anyone can have whatever user interface they want from 5250 to Excel to iPhone. That allows all sorts of flexibility and on-going modernization that is not available with an end-game solution while protecting the back-end data and business rules.

Web services make the most sense in a computer to computer relationship - not a human to computer. Not to say that there is not the potential for a web service in the mix - just that it is not a complete answer to the problem posed.
