Because a web service by itself does not do anything to enable the display and modification of the data. You're still going to need .Net, PHP, Python, CGI, whatever for the front end to display the results.

Web services make the most sense in a computer to computer relationship - not a human to computer. Not to say that there is not the potential for a web service in the mix - just that it is not a complete answer to the problem posed.

Web Services really is a top choice today. It's not clear to me why choosing a 10+ years old solution is a modern solution.
