works fine for me. IBM has a devil of a time with web design. I find
that I have to clear cache with them on a regular basis to avoid errors
such as the one you're currently experiencing.
This is the system for new "cases" (as opposed to PMRs).

The old pmr system still used for a few products is

and that's working fine for me also.

Again, clearing cache seems to do the trick.
Some IBM sites know they are so bad at this they actually have a link to
clear IBM cache.
