Then you have only two choices: 1) Pay Rougewave what they ask, or 2)
build the PHP application on another server (read: intel). The problem
there is, where do you buy support for PHP? Answer Rougewave. Either
way, if you use PHP, and you insist on commercial support (which I agree
with 100%) then you'll almost certainly get it from Rougewave.
I'd ask a different question. Give the tooling available from folks like
Freshe and Profound Logic, why not build it in RPG with one of those tools
and bypass PHP altogether? Management has to be made aware of the options.
You'll still pay for the software and maintenance, however you won't be
adding yet another development environment to your systems. (By the way
this option will be 5 digits too)

I currently have an old "community edition" installed on production from an
old legacy app, and the full version (Zend Server for IBM i 6.1.0 ( PHP 5.4
)) installed on R&D from previous testing.
But no current support.
Last support request was 5 digits.
We can't run a production app with no support.

You can always run the "community edition" or whatever they call it today
that has no support attached to it. But that also means that the server
will not include the other parts like the debugger, and all the
administration tools. You get what you pay for. It'll just run PHP and
that's it.
