How do we "change the standards option"?

Do we use the TIME_FORMAT option on GENERATE_SQL?
Do we use the NAMING_OPTION (SYS vs SQL)?
Do we use the STANDARDS_OPTION?

One would think you would use the STANDARDS_OPTION to change the standards
option. And this may be true. But based on my reading it might not give
you the time format you want.
