It looks like you have a firewall that is allowing the ftp command port 21 through, but has a rule that is blocking the random high number port being selected by passive mode for the actual data transfer. You don't mention which release of the OS these boxes are at.

Got a customer box with a weird FTP problem.

We can get a TN5250 session on it, no problem at all.

We can CONNECT to our FTP server from it, no problem at all.

We can get a directory listing (and change directories), no problem at all.

But regardless of whether we're doing a binary or text transfer, regardless of whether passive mode is on or off, we get

get foo.txt qtemp/foo
227 Entering Passive Mode (66,39,74,210,228,195)
150 Data connection accepted from 75.144.168.145:41848; transfer starting for wterb.sql.txt (50163 bytes).
Unable to receive data from TCP/IP.
No response from remote host; all connections closed.

I've never seen anything like this before.
