Confirmed: same thing happens in QGPL.
It sounds like a network (most likely firewall) problem, rather than an
FTP client problem, but it's nothing I've ever encountered before.
I've seen boxes where passive mode was required, and I've seen boxes
where passive mode was blocked. But I've never seen this.
