Well, the client decided that they will just scan and replace these hex
codes in the PF when the data is used (ie displayed, printed, etc).

Probably the easiest route as it is a one in a million shot.

Just to make sure I'm being clear about the importance of finding out
what you need the data FOR: let's say you are storing data that is
going to be displayed as a Web page. Then it may make sense to use a
hexadecimal escape or HTML entity or something. Then of course those
can be stored just fine in code page 37, *and* they will precisely
preserve the exact characters (upon being rendered).

So, I cannot stress enough - we have to know the business need FIRST.
