Just to make sure I'm being clear about the importance of finding out
what you need the data FOR: let's say you are storing data that is
going to be displayed as a Web page. Then it may make sense to use a
hexadecimal escape or HTML entity or something. Then of course those
can be stored just fine in code page 37, *and* they will precisely
preserve the exact characters (upon being rendered).
So, I cannot stress enough - we have to know the business need FIRST.
