I have a question about the users with different functional requirements.
Is this an attempt to secure data by restricting the availability of the
tools instead of securing the data itself?

Amazingly, other folks have had to seriously address security and data
access on the IBMi platform.
Spent a good chuck of last year re-engineering security for our existing
applications using authorization lists and group profiles, minimizing
assignment of special authorities, bringing in third party tooling to
mitigate special authority exposure when needed, and controlling access via
exit programs.
Although some security benefits were realized from rolling out ACS as
described, the main purpose was to simplify the install and
maintenance processes for the IT service desk, and to deliver a familiar
experience to our end users.
