Obviously the job id is weird, but I found job 279155 owned by
QTMHHTTP and saw this in the joblog:

FWIW: After sorting out a problem with our SWMA, I was _finally_ able to open a PRM with IBM.
We ran a few MG tools, applied some PTFs, but wasn't able to get the problem solved.
Finally we did a webex.
We looked at the output of starting the server with '-vv' and saw to error messages that were significant (which I had actually seen before).
"Could not initialize random number generator" and "Permission denied".
The support rep looked at the random number generator device (/dev/urandom) and then noticed that the '/dev' directory and specific authorities for the QTMHHTTP user profile. The permissions were "*R", so the directory could be read but not entered. *PUBLIC had "*RX".
We removed the specific authorities for QTMHHTTP and the http server was able to start correctly.
Pretty obscure ... but the support rep said he would add a check for the /dev permissions in the MGTOOLS.
