Pretty much.

About those "3rd party utility products"... Careful how you label those.
For example, in our case:
Production live -> Production HA
Development live -> Development HA
If we switched development and didn't replicate change management would we
be able to send out a change? Would we be able to back out a change?

So far we keep our developers otherwise occupied during our scheduled
downtimes and development is curtailed.
At least we get the backup capability, could recover in a pinch, and could
at least look through the source to help resolve an issue in production.
(We do not keep source or compilers on any production lpar.)
