It is indeed. DSPFD shows a CCSID of "See DSPFFD" (I'd never seen that before), and DSPFFD shows 65535 for the affected fields.

But while I think we can assume that's the cause of the problem, what do we do about it, given that it is quite literally not our file to tinker with?
