Ok, I verified that I get this on the vios lpar I did not notice any errors
upgrading. So, to rephrase a little of what you said, this new message has
nothing to do with the way the upgrade went. It's just a byproduct of the
newer 2.2.6.10 release.

That rules message is because IBM is tightening up AIX security, so that
will change the current rules to what IBM considers correct. In my view
some of the things in there are OK, but others are too stringent in most
environments.

I do still get this upon log in:
The most recent software update has modified the current system rules.
These modifications have not been deployed on the system. To view the
modifications and deploy, run the 'rulescfgset' command.
Last login: Tue Apr 10 07:49:42 CDT 2018 on /dev/vty0

And I ran another
updateios -commit
just to be sure and I do get the: There are no uncommitted updates.
