There are upgrades, and there are migrations.
A 7.1 restore to a 7.3 machine is considered a migration, not an upgrade.
And may be the only course of action if your 7.1 machine topped out at 7.1
and your new machine does not run 7.1. In that case you need to carefully
read the migration steps and follow them very carefully.

Otherwise I would stick with an upgrade. There are conversions which
happen to files, IFS layouts, etc during an upgrade. You wouldn't take
your BPCS 6.1 files and restore them to a system running LX 8.3.3 and
expect them to work without conversion, would you? LX doesn't convert
them automatically upon first touch so do not assume that 7.3 would
automatically convert your 7.1 files either.
