QHLPSYS is, by default, in the system library list.
DSPSYSVAL OUTPUT(*PRINT) will show default values, and your values.
7.3 Knowledge Center lists QHLPSYS in the system library list

However, it DOES tell you that QHLPSYS should not be one of the libraries
in your system library list during the upgrade
