There's the query governor. It'll block excessively expensive queries from even starting. It's controlled by a system value (Performance->Database) called "Database query time limit (QQRYTIMLMT)".

Help text:
Database query time limit
Specifies the query processing time limit that is compared to the estimated number of elapsed seconds that a query must run. The time limit determines if the database query can start.

Possible values are:

No maximum
There is no maximum number of estimated elapsed seconds.
0-2,147,352,578
Specifies the number of seconds that are compared to the estimated number of elapsed seconds that are required to run a query. If the number of estimated elapsed seconds is greater than this value, the query is not started. 2,147,352,578 seconds is approximately 68 years.

You should know the following about this system value:

Quick Reference
Special authority: All object (*ALLOBJ) and security administrator (*SECADM).
Default value: No maximum.
Changes take effect: Immediately.
Lockable: No.
System value: QQRYTIMLMT.
