OK, first whiny fans are soon to be silent fans. So this is a self solving problem. :-) Actually call IBM and get them to replace it. (They will replace the power supply) Generally the whine is a bearing warning you of impending failure. The fan is 'wobbling' as the bearing is no longer holding it straight.

Stopping and cleaning likely just got the fan to spin up without the wobble but after a time it did so again.

As you discovered the replacement is simple and requires no down time.

Many years on farm equipment trains the ear for sounds that are 'not normal.' When such 'not normal' sounds end it is usually expensive, sometimes dangerous, and always a serious dent to productivity.
