Someone recently mentioned Paul Tuohy's SQL function service program.  That may be an avenue to explore.  You should be able to call those from CL.

Is it possible?  Sure.

But, it would obviously be much easier from another language that has
better SQL support.

A Google search finds how to call a CL procedure from within SQL but not
vice-versa (that I've been able to find).
