I ended up using a profile swap. The authority-fixer program does a swap, changes the owner, adds the AUTL, and revokes the private authorities.
Offline, another poster went into some detail of the origins of the IFS port and why object authority is just blah, blah to the IFS.
Really, though, this should not be this difficult.

And this is one of the toughest things people have to get their heads
around when dealing with the IFS (well, maybe after CCSID's). It's not
that hard, it's just remembering that adopted authority is not the cure
all when dealing with IFS.
