The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.

I'd prefer getting the current system to 7.1 then restore to the new iron at 7.1, then upgrade it in-place to 7.2/7.3. Slower yes, but less opportunity to muck it up.

If the new machine is capable of running i 6.1 (I hope not) then you could save 21/restore 21. But I wouldn't recommend that anyway.
If the new machine is capable of i 7.2 then I would do a risk to risk migration. You save 21 on the 6.1 partition and with only the O/S on the new system restore the 6.1 on top of that and then install the licensed programs starting with QGPL etc which upgrades on the new server.
That would be the preferred path for sure.
