Resolving the problem
When running a CL program that uses the Change Authority (CHGAUT) command, the user receives message CPFA0B1 and the authority is not changed.
To use the CHGAUT command for an Integrated File System object in the root file system, the user must have ownership of the object or *ALLOBJ special authority.
