Short answer - idk. However, Thunderbird is open source, so if you're really curious...

I can say that I sent myself a test email with a Reply To and no List ID, and the only button shown is the Reply button.

Also, the Reply List button has a dropdown that includes Reply List, Reply All, and Reply (TB 52.5.0 32-bit).
