Diacritic mode happens when you press an accent key like circumflex or
grave accent. You might be pressing an accent key even if you believe
otherwise - if the keyboard ID in the 3196 logic unit doesn't match the
physical keyboard.

1) Switch the power off
2) Press and hold Space
3) Power on. Hold Space until the test pattern appears
4) Shift + Setup
5) The keyboard ID are the two digits in the lower right. My memory
says they should read '00'
6) Shift + F23 will increase the number
7) Shift + Setup to exit setup
8) Reset

Along the same lines, check the Multinational Character Set setting.
Once in setup mode, it's Shift + F22 to toggle.
