Yes! Yes!
Changing the address of a terminal is WAY outside the scope of things
normally done through the setup key: those things are usually limited to
things that can be done while you're signed on, without disturbing your
session.
Things like address, 132-column capability, and even color/monochrome,
all affect the host's device definition, and so if they're not
controlled through physical switches on the back panel (or inside the
case), then they're controlled through an "offline setup" mode that is
normally reached by holding down a specified key during power-up (if I
remember right, a physical 3490 can also enter offline setup via a
function key from regular setup).
