SAVSYS will always have a file sequence number 1. Was BRMS used to perform
SAVSYS backup or GO SAVE option 21. Incase BRMS was used , your save
appears incomplete as BRMS media information save LIC as an entry *SAVSYS
with file sequence starting from 1

My guess is whoever did the save used *ALLUSR after doing a SAVSYS, then
SAVLIB *IBM, then SAVLIB(*ALLUSR)

If you display the tape with SAVRST you should be able to see the options
based on the files that are there.

Which could be the problem ?
