If BRMS did the save then I guarantee there is no *NONSYS save.

BRMS does SAVSYS, *IBM, *ALLUSR,ALLDLO, LINK

that's the source of your issue. You have to restore using those types of save.

My guess is whoever did the save used *ALLUSR after doing a SAVSYS, then
SAVLIB *IBM, then SAVLIB(*ALLUSR)

If you display the tape with SAVRST you should be able to see the options
based on the files that are there.
